Detective Fran Foster Duluth Police Department

(Duluth)- A law enforcement detective, who lives in Cleveland and works for the Duluth Police Department has been recognized by the International Association of Financial Crime Investigators with member of the year award.

Fran Foster began her career in Law Enforcement in 1992 as a K-9 Handler in Hart County. In the mid 90’s she worked with the Florida Law Enforcement. She has also worked as a Drug Agent in an undercover capacity with G.B.I. task force. Foster  has spent the last 15 years with the Duluth Police Department specializing in State and Federal Financial Crimes Cases.

Notable cases include Charles Petty and Donald Bastiste case featured on Night Line, Justin Walker case featured on Fox ITeam, International Nigerian Fraud case featured on KMOV (Mo. News) and WSB Atlanta, Annett Ford Tax Fraud Case on ABC National News, and her most recent interviewed by MSMBC for her corporate embezzlement investigative experience.  

Foster has also received awards from The Department of Justice in 2002 for her high profile drug case, Duluth Police Departmental Meritorious Service 2011 through 2017, the Coupon Information Center Investigation Award 2018 in Washington D.C. for her million dollar coupon fraud case.

She is married to Chief John Foster of the Cleveland Police Department and they reside in White County.
